Rechargeable Handcopters

Adds handcopters with batteries that recharge over time. Hopefully these find the balance between slow walking everywhere and the infinite locomotion of the original handcopter.

• Adds 3 handcopters with low, medium, and high capacity. All found under Firearms/Locomotion Guns.

• Using the rocket mode will use the battery up faster, so optimize its use with clever bursts of speed

Pretty basic item mod that hopes to improve the gameplay loop on larger/more vertical maps.
