Early Vote Settings

Adds new settings related to voting for the ship to leave early.

By default, the config sets the minimum number of required votes to 2, so a single dead player can't force the ship to leave early (unless there are only 2 players in the lobby).

Changes

• Added settings to enforce a minimum number of required votes before the ship leaves. This is highly configurable and can be setup to change based on lobby size.

• Added a setting that modifies the delay between when the voting finishes and when the ship leaves.
