Introducing: Voice threshold! It uses already existing functionality within the library R.E.P.O. uses to capture your voice. The higher the setting, the louder you have to be to actually send your voice.

The default value is 0.01

Setting it to a 1 would fully mute you.

REPOConfig is HIGHLY recommended to change your settings ingame.
