Cut Skills Revived

This mod restores skills that were left on the cutting room floor by Hopoo.

Currently adds a secondary and a special for Commando, a two primaries and a special for Atrificer, and a special skill for Captain!

Big thanks to Snarkel (or snarke1 for their discord tag) for the comm.
