Chef Tweaks

Tweaks a few of Chef's skills to make him feel more fluid and seamless to play.

Changes

• Makes Chefs cleavers return to him automatically when holding down the button (configurable)
• Allows Roll to be cancelled by pressing the utility skill button during use.
• Fixes Chefs cleavers having a 2.25 proc coefficient coming back (it should be 1.5)
• Fixes Chefs Yes Chef ability with ice box, making it properly revert skills back.

Upcoming Changes

If I'm not lazy, these are some things I'll add to this later

• Making Chef cleavers sit out for a second or 2 before returning while holding (to preserve some of the proper chef feeling)
• Having Yes CHEF not cancel Roll
