Changes the following Rex Skills (all configurable)

• DIRECTIVE: Inject Proc Coefficient 0.5 => 1.0
• DIRECTIVE: Drill Proc Coefficient 0.5 => 1.0
• DIRECTIVE: Disperse Cooldown 5s => 4s
• DIRECTIVE: Harvest Endlag 1s => 0.3s
• DIRECTIVE: Harvest Damage 330% => 600%
