Faster Proc Chains
makes item proc effects faster. minor rebalance that makes proc chains function more as burst dps rather than persistent waves of enemy nuke. not super tested but should be compatiable with most things.

- Fireworks - 3x faster projectile, halved lifetime
- Plasma Shrimp - 2x faster
- Ceremonial Dagger - 4x faster activation speed, 2x faster projectile, 1/4 lifetime
- Electric Boomerang - 1.5x faster projectile
- Warbonds - 1.5x faster projectile
- Ukulele - 2x faster lightning
- Tesla - 2x faster lightning
- Razorwire - 2x faster razor
