Dynamic FPS

FPS cap is based on health. Set the minimum and maximum via Configgy.

If there's issues, make sure VSync is off.

Potential use cases:

• Decrease FPS as you take more damage, simulating hardware failure
• Increase FPS as you take damage, simulating adrenaline kicking in
