Big update part 3

Due to the scope of the mod being larger than that of a Kubold's ass, I decided to split up update into 2.3.0 and 2.4.0, with the next update being focused on getting out the Consumables I made when new custom effects are added to HB

• Redid the mod and item descriptions for improvements and better crediting, also redid the chang log
• Added AtlyssGLTF dependency (Not a hard requirement because the mod barely needs it)
• New "Up" and "Down" states for the Eyes (By Mireskal)
• Added Estrogen Blade (Texture + Mesh extracted by Miss Monster)
• Added Wizard Spectacles, uses a custom mesh to combine the Wizard Hat and Spectacles together (By Halloweegies2 who also redesigned the Wizard Hat, I'll upload a green dyable version on another mod soon™️)
• New Tabard icon (By Ambrose)
• Redesigned the Masc/Fem Cape & Shield icons
• Added Masc/Fem variants of the Trans Tabard and fixed the white being the wrong shade
• Fixed some Helms hiding misc to fit their vanilla counterparts more

HB 3.8.62 Organising update

• New icons for Capes (By Ambrose)
• Gave every item a proper sorting index
• Set custom cooldowns for the consumables
• Applied correct numbers to _blendHelmValue after its usage was discovered for Byrdles (Fixing clipping issues)
