Formal weapons update

After updating Zeinas Quests Pack I wanted to update this as well after the new Homebrewery update.

• Rebalanced some weapon stats and changed Red Clover Staff's projectile
• Weapons require level 24
• Weapons vanish on drop
• Enchantments cost 1 Zuula Badge globally now
• Quests have been redone, no longer repeatable (except Zuula Badge exchanges) with unique objectives to obtain the items
• Added a new Nesh quest to act as a gateway than Zuula

Due to the scope of the mod being larger than that of a Kubold's ass, I decided to split up update into 2.3.0 and 2.4.0, with the next update being focused on getting out the Consumables I made when new custom effects are added to HB. (Well that was a fucking lie)
