They essentially are libs related to Microsoft.Bcl, they were originally uploaded because CsvHelper needed them as dependencies.
Simply place the dlls in both the BepInEx patcher and BepInEx Plugin folders.
Simply depend on this package, add the associated Nugets to your project or reference the dlls, than utilize it with a using [API]. Documentation can be found here: https://learn.microsoft.com/en-us/dotnet/api/
