Makes items from act 3 usable in act 1

Nano armor not working?!?!?!??!

Currently the visuals for an act 3 modified sigil do not work in act 1, so although the item did work you cannot see the sigils. IIRC someone is making a mod to fix this.

I found a bug/error or would like to request a feature, what do I do?
