Weed Killer Fixes

Fixes bugs with weed killer:

Fixed the broken cooldown for adding HP/turbo to the Cruiser, which caused most of your sprays to be wasted. You should consistently get results each spray now
Fixed severe lag when spraying weed killer any time Cadavers don't currently exist on the map (including in orbit)
Fixed smaller lag spikes (hiccups) when spraying individual bottles for the first time or spraying the Cruiser
