Siren head

Adds the siren head on Vow and March.

Spawn Config

The spawn is controlled by the Levels config value. The level names should be added to this with semicolons (;) between them, unknown values will be ignored. If you want it to spawn on all then just put "All".
Spawning on modded moons has to be controlled by a different mod.
