fixes the targeting bug (it was due to the rpc call not liking 0, but likes 0f) 😩

Bonking now leaves scoutmaster ragdolled for 5 seconds
Can now make him slip on banana peels
Scoutmaster doesnt grab when ragdolled (still might reach his arm out weirdly when running host only)
Faerie Lanterns held by current target cause Scoutmaster to retreat (doesnt retreat when others have it)
Finds new target if previous target is passed out
Configurable VFX (grain and darkening effect) (per client)
Config to disble screen effect (per client)
