Laser Ramp Fix

Fixes a major bug in the 1.3.7 patch of the game, where the Prime Meridian Statue laser's damage does not reset back to its normal value after it's finished being used.

In essence, this creates a problem where every time the Prime Meridian Statue uses its laser, it deals more and more damage each time. This persists every time until the game is closed and re-opened.

This is also a bug with the False Son character, his Laser of the Father skill hits faster and faster the more times it is used, until the game is restarted. This is also fixed here.
