Proc Blight Procrid
Makes blight have a proc coefficient and reset upon reapplying.Adds a 0.15 proc coefficient to blight for every stack (i.e.: 2 stacks = 0.3), on every single tick. This mod also makes the timer on blight stacks refresh every time a new stack is applied.
