Suppresses skill activation calls for abilities that aren't spent on cast.

Instead, these abilities call skill activation manually when they are spent.

Affected abilities:

Artificer's Snapfreeze
Engineer's Thermal Harpoons
Captain's Airstrikes
Captain's Beacons
Drifter's Tornado
Operator's Drone Tech

Why: Modded items that trigger on ability activation can normally be spammed unless they implement a blacklist. In vanilla, this exact feature was added but only to two abilities.
