Risk of Rain Returns

(Mostly done) API for modding Risk of Rain Returns.

[Legacy - use ReturnsAPI] Friendly abstractions of the game's internal functions for easier modding.

Brings back the old RoR1 values of the game's scaling for enemy spawn rates, enemy strength, and map loot. Configurable!
