This mod does the following:

Enables other players on a boat to contribute to rowing speed (users can enable/disable behavior, require players to be attached, or require players to be seated)
Implements configurable options to affect rowing speed of each boat type

Now Mod Config Enforcer v3.0 compatible! For solo/offline play, no longer requires MCE to be downloaded. Servers and clients will still want MCE setup for server config enforcement.
